Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly.

{ لا ينهاكم الله عن الذين لم يقاتلوكم } من الكفار { في الدين ولم يخرجوكم من دياركم أن تبروهم } بدل اشتمال من الذين { وتقسطوا } تفضوا { إليهم } بالقسط، أي بالعدل وهذا قبل الأمر بجهادهم { إن الله يحب المقسطين } بالعادلين .
{God does not forbid you from those who do not fight you} from among the disbelievers {because of religion and do not expel you from your homes - from being kind to them} is a substitute for inclusion from those {and being just} to them {with justice} that is, with fairness. This is before the command to fight them. {God loves those who are just} with those who are fair.
