وَهَذَا الْبَلَدِ الْأَمِينِ

And [by] this secure city [Makkah],

Tafseer

{ وهذا البلد الأمين } مكة لأمن الناس فيها جاهلية وإسلاما.

{And this secure city} is Mecca, because people were safe there in the pre-Islamic and Islamic periods.
