4 : 98

إِلاَّ الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاء وَالْوِلْدَانِ لاَ يَسْتَطِيعُونَ حِيلَةً وَلاَ يَهْتَدُونَ سَبِيلاً

Tafseer

Except for the oppressed among men, women and children who cannot devise a plan nor are they directed to a way -

Tafseer

{ إلا المستضعفين من الرجال والنساء والولدان } الذين { لا يستطيعون حيلة } لا قوة لهم على الهجرة ولا نفقة { ولا يهتدون سبيلا } طريقا إلى أرض الهجرة .

Only vulnerable men, women and children who can not trick does not force them to emigrate or maintenance nor path guided way to the land of immigration.
