To Him belong the keys of the heavens and the earth. He extends provision for whom He wills and restricts [it]. Indeed He is, of all things, Knowing.

{ له مقاليد السماوات والأرض } أي مفاتيح خزائنهما من المطر والنبات وغيرهما { يبسط الرزق } يوسعه { لمن يشاء } امتحاناً { ويقدر } يضيقه لمن يشاء ابتلاءً { إنه بكل شيء عليم } .
{To Him belong the keys of the heavens and the earth} meaning the keys to their treasuries of rain, plants, and other things. {He expands provision} He expands it {for whomever He wills} as a test {and restricts it} He restricts it for whomever He wills as a trial. {Indeed, He is Knowing of all things}.
