إِنَّهُ لَقَوْلٌ فَصْلٌ

Indeed, the Qur'an is a decisive statement,

{ إنه } أي القرآن { لقول فصل } يفصل بين الحق والباطل.

{It} meaning the Qur’an {is a decisive statement} that distinguishes between truth and falsehood.
