تَنزِيلَ الْعَزِيزِ الرَّحِيمِ

[This is] a revelation of the Exalted in Might, the Merciful,

{ تنزيل العزيز } في ملكه { الرحيم } بخلقه خبر مبتدأ مقدر، أي القرآن .

{The Revelation of the Almighty} in His kingdom {the Most Merciful} to His creation is the predicate of an implied subject, meaning the Qur’an.
