Indeed, We have put shackles on their necks, and they are to their chins, so they are with heads [kept] aloft.
Tafseer
{إنا جعلنا في أعناقهم أغلالا} بأن تضم اليها الأيدي لأن الغل يجمع اليد إلى العنق { فهي } أي الأيدي مجموعة { إلى الأذقان } جمع ذقن، وهي مجتمع اللحيين { فهم مقمحون } رافعون رؤوسهم لا يستطيعون خفضها، وهذا تمثيل، والمراد أنهم لا يذعنون للإيمان ولا يخفضون رؤوسهم له .
{Indeed, We have placed shackles on their necks} by attaching the hands to them, because the shackle joins the hand to the neck. {So they} that is, the hands are joined {to the chins} plural of chin, and it is the meeting of the two beards. {So they are with their heads up} raising their heads, unable to lower them. This is a metaphor, and what is meant is that they do not submit to faith nor lower their heads to it.
