Tafseer Ibn Kathir of AL 'ALAQ [15]

كَلَّا لَئِن لَّمْ يَنتَهِ لَنَسْفَعًا بِالنَّاصِيَةِ

No! If he does not desist, We will surely drag him by the forelock -
