Tafseer Ibn Kathir of AL AN'AAM [36]

إِنَّمَا يَسْتَجِيبُ الَّذِينَ يَسْمَعُونَ وَالْمَوْتَى يَبْعَثُهُمُ اللّهُ ثُمَّ إِلَيْهِ يُرْجَعُونَ

Only those who hear will respond. But the dead - Allah will resurrect them; then to Him they will be returned.
