Tafseer Ibn Kathir of AL ANBIYAA' [27]

لَا يَسْبِقُونَهُ بِالْقَوْلِ وَهُم بِأَمْرِهِ يَعْمَلُونَ

They cannot precede Him in word, and they act by His command.
