Tafseer Ibn Kathir of AL BAQARAH [227]

وَإِنْ عَزَمُواْ الطَّلاَقَ فَإِنَّ اللّهَ سَمِيعٌ عَلِيمٌ

And if they decide on divorce - then indeed, Allah is Hearing and Knowing.
