Tafseer Ibn Kathir of AL HIJR [49]

نَبِّئْ عِبَادِي أَنِّي أَنَا الْغَفُورُ الرَّحِيمُ

[O Muhammad], inform My servants that it is I who am the Forgiving, the Merciful.
