Tafseer Ibn Kathir of AL QADR [4]

تَنَزَّلُ الْمَلَائِكَةُ وَالرُّوحُ فِيهَا بِإِذْنِ رَبِّهِم مِّن كُلِّ أَمْرٍ

The angels and the Spirit descend therein by permission of their Lord for every matter.
