Tafseer Ibn Kathir of AN NAHL [108]

أُولَـئِكَ الَّذِينَ طَبَعَ اللّهُ عَلَى قُلُوبِهِمْ وَسَمْعِهِمْ وَأَبْصَارِهِمْ وَأُولَـئِكَ هُمُ الْغَافِلُونَ

Those are the ones over whose hearts and hearing and vision Allah has sealed, and it is those who are the heedless.
