Tafseer Ibn Kathir of AT TAKWIR [29]

وَمَا تَشَاؤُونَ إِلَّا أَن يَشَاء اللَّهُ رَبُّ الْعَالَمِينَ

And you do not will except that Allah wills - Lord of the worlds.
