Tafseer Ibn Kathir of AT TAUBAH [27]

ثُمَّ يَتُوبُ اللّهُ مِن بَعْدِ ذَلِكَ عَلَى مَن يَشَاء وَاللّهُ غَفُورٌ رَّحِيمٌ

Then Allah will accept repentance after that for whom He wills; and Allah is Forgiving and Merciful.
