Tafseer Ibn Kathir of AZ ZUKHRUF [31]

وَقَالُوا لَوْلَا نُزِّلَ هَذَا الْقُرْآنُ عَلَى رَجُلٍ مِّنَ الْقَرْيَتَيْنِ عَظِيمٍ

And they said, "Why was this Qur'an not sent down upon a great man from [one of] the two cities?"
