Tafseer Ibn Kathir of HUUD [117]

وَمَا كَانَ رَبُّكَ لِيُهْلِكَ الْقُرَى بِظُلْمٍ وَأَهْلُهَا مُصْلِحُونَ

And your Lord would not have destroyed the cities unjustly while their people were reformers.
