Tafseer Ibn Kathir of AL ANFAAL [22]

إِنَّ شَرَّ الدَّوَابَّ عِندَ اللّهِ الصُّمُّ الْبُكْمُ الَّذِينَ لاَ يَعْقِلُونَ

Indeed, the worst of living creatures in the sight of Allah are the deaf and dumb who do not use reason.
