Tafseer Ibn Kathir of AL A'RAAF [102]

وَمَا وَجَدْنَا لأَكْثَرِهِم مِّنْ عَهْدٍ وَإِن وَجَدْنَا أَكْثَرَهُمْ لَفَاسِقِينَ

And We did not find for most of them any covenant; but indeed, We found most of them defiantly disobedient.
