Tafseer Ibn Kathir of AL INSAAN [28]

نَحْنُ خَلَقْنَاهُمْ وَشَدَدْنَا أَسْرَهُمْ وَإِذَا شِئْنَا بَدَّلْنَا أَمْثَالَهُمْ تَبْدِيلًا

We have created them and strengthened their forms, and when We will, We can change their likenesses with [complete] alteration.
