Tafseer Ibn Kathir of AL INSAAN [31]

يُدْخِلُ مَن يَشَاء فِي رَحْمَتِهِ وَالظَّالِمِينَ أَعَدَّ لَهُمْ عَذَابًا أَلِيمًا

He admits whom He wills into His mercy; but the wrongdoers - He has prepared for them a painful punishment.
