Tafseer Ibn Kathir of YUNUS [33]

كَذَلِكَ حَقَّتْ كَلِمَتُ رَبِّكَ عَلَى الَّذِينَ فَسَقُواْ أَنَّهُمْ لاَ يُؤْمِنُونَ

Thus the word of your Lord has come into effect upon those who defiantly disobeyed - that they will not believe.
